Uniper, Sydkraft Nuclear Power, Sweden, is responsible for the planning the decommissioning of the sites Barsebäck (units B1 & B2 located on the Swedish West Coast) and OKG at Oskarshamn (units O1 & O2 situated on the Swedish East Coast). Barsebäck unit B1 closed in 1999 and unit B2 in 2005. Oskarshamn unit O2 was taken out of operation in 2015 (after 2,5 years of outage), and unit O1 was taken out of operation in 2017. Oskarshamn unit O3 is still in operation with a planned end of life in 2045. O1 was the first commercial NPP in Sweden and the smallest of the four. B1, B2, and O2 are triplets, meaning their design is almost identical.

The strategy work defined in 2017-2018 was a unique endeavor, evaluating various scenarios for the decommissioning of the four units. The chosen alternative was to combine all four units in an integrated fleet approach, a strategy that was both innovative and efficient. This selected scenario, known as the sequence scenario, was designed to tackle the critical and more complex work packages in a sequence for all 4 units, ensuring a smooth and systematic process. The scheduled duration for the radiological dismantling and free release is a testament to the strategy's effectiveness, totaling 8.5 years.

The cornerstone of the lead-and-learn approach, has proven to be a resounding success. The idea is simple yet powerful-to gain learnings in the first unit where a work package or some other activity is first performed, and then apply these learnings in the following 3 units. This ensures that cost, planning, and steering synergies are captured, leading to a more efficient and effective decommissioning process. The strategy is further bolstered by always starting a work package on one unit and site to have a learning phase before transferring to the next unit, a practice that has significantly contributed to the success of the lead-and-learn approach.

In combination with the pragmatic Nordic regulatory framework, this fleet approach has enabled the D&D program to aim to be the international benchmark for cost-efficient dismantling.

A governance model has been developed for the Uniper D&D program. It ensures that the fleet approach synergies are captured, as there are clear benefits to having one program using a common process, procedures, and documentation between the projects at OKG and BKAB. This governance model has also been future-optimized over time to achieve a stronger fleet approach for technical executions that respect licensee responsibilities.

At this workshop, we will present and discuss the actual results of our fleet approach, lead and learn, learnings, archived results, and successes so far.

The presentation will show and discuss key factors and our leading KPIs demonstrating the positive impact on the lead & learn approach.
