Here are the new collective agreements for employees in regions and municipalities

A rise in your real income, new savings account and better parental leave conditions are among the results of the regional and municipal collective agreement negotiations in OK24. Get an overview here.

At the end of February 2024, we have reached an agreement on new 2-year collective agreements for IDA's approx. 4,000 municipal and 2,000 regional employees.

Malene Matthison-Hansen, IDA's political negotiation chief at OK24 and chairperson of the Council of Employees, has the following to say about the process:

"The negotiations have been long and difficult, but we are pleased that we managed to secure an improvement of real income. This was the absolute top priority for IDA's members.

In addition, the pension contribution will be increased by 2.22% points for municipal employees and 1.99% points for regional employees as of 1 April 2025. The new agreements also introduce the choice of having the pension increase either paid into a pension scheme, paid out as salary or paid into a new savings account linked to the pension scheme (read more below). 

I would also like to highlight a completely new savings account, which gives the individual the opportunity to finance, for example, breaks from working or a switch of career paths. IDA's members demand flexibility, and the savings account offers some new options for this."

The agreement between the Academics (the confederation of professional organisations which includes IDA) and the municipal employers contains:

  • A salary framework of 8.8%, giving expected general salary increases of 5.74% in 2024 and 0.77% in 2025 (4.0% general salary increase + 1.74% expected increase due to the regulatory scheme in 2024, and 0.44% general salary increase + 0.33% expected increase due to the regulatory scheme in 2025).
  • A pension increase of 2.22% per 1 April 2025. Pension contributions of over 15 % you can also choose to receive as salary or deposit into a new savings account for later use.
  • A completely new element in the form of a savings account where you can choose between pension, salary and savings for periods of further education etc.
  • A new agreement on saving time off. The agreement gives employees the opportunity to save time off in lieu and special holiday days for later use.
  • Improved parental leave conditions that ensure better and more equal parental leave rights and, among other things, provides 3 more weeks with full pay for fathers, co-mothers and adoptive parents, as well as several weeks with full pay for solo parents and parents of twins.
  • The municipal competency fund will be continued, so that you still have the opportunity to apply for funds for continuing and further education.
  • Special supplement to support the work with green transition in the municipalities: As of 1 April 2025, a special pensionable basic salary supplement of DKK 9,000 per year (31/3 2000 level) will be granted to the academics employed on the Agreement for academics in municipalities who work with the environment - and nature protection in the municipalities' technical administrations.

The regulatory scheme: Important change for your benefit

At OK24, we have come through with an important change to the way the so-called regulation scheme is calculated.

The regulatory scheme must ensure that pay trends in the public sector follow those in the private sector. And the new calculation basis will mean that public salaries in the future will follow the private salary development more precisely than today. It is an important result that we have fought hard for in the negotiations.

Voting on the way - your vote is important

All agreements are now in place and the result will be sent to an indicative vote among all IDA's public employee members.

Voting takes place online, and on 20 March, you will receive an email with a personal link to vote. 

Yes or no - what happens next?

On the basis of the members' votes, IDA's political committee, the Council of Employees, decides, on the recommendation of IDA Public Sector, whether the OK24 result should be approved or not.

IDA reports to the umbrella organisation Akademikerne whether we can approve the result. The other academic unions do the same.

The academics then decide on the overall result from all the academic unions.

Only then will we know whether the agreements on new collective agreements have been finally approved and can enter into force as of 1 April.

If there is no overall agreement on the outcome among the academic unions, the next step may be to send a conflict notice to the employers. In that situation, you will of course be notified directly about the further course of action and what it means for you.
