End-of-term negotiations result in extra pay rise in OK24

At OK24, the 2024 public sector collective agreement negotiations, a so-called end-of-term negotiation was agreed, which now gives you an extra pay rise.

At OK24, an extra negotiation was agreed at the end of the agreement period – a so-called end-of-term negotiation. This has now been concluded, and you will receive an extra pay rise on 1 November 2025.

State employees

In the state sector, the negotiations will result in a 1.11% increase as of 1 November, which will be added to the general salary adjustment of 0.2%.

For state employees, the end-of-term negotiations will result in a salary increase of 1.30% as of 1 November.

The reason why the pay rise is not 1.31% is that the 0.2% pay adjustment is based on the pay level as of 1 April 2024, while the 1.11% adjustment is based on the pay level as of 1 October 2025.

Employed by a municipality or region

The adjustment means that the salary as of 1 November 2025 will increase by:

  • 0.54% in the municipal sector
  • 0.51% in the regional sector

These adjustments are in addition to the general salary adjustment of 0.2% agreed in OK24. Overall, this means that salaries from 1 October 2025 to 1 November 2025 will increase by:

  • 0.73% in the municipal sector
  • 0.70% in the regional sector

The reason why the pay increase is not 0.74% and 0.71% is that the 0.2% pay adjustment is based on the pay level as at 1 April 2024, while the 0.54% and 0.51% adjustments are based on the pay level as at 1 October 2025.

What are end-of-term negotiations?

End-of- term negotiations are a new mechanism that was agreed upon in the 2024 collective agreement, OK24. They function as a kind of ‘safety valve’ in the adjustment scheme:

  • If salaries in the public sector develop less or more than in the private sector, the imbalance is corrected at the end-of-term negotiations so that salary developments in the two sectors are parallel.
  • The negotiations take place at the end of the year, and the result is implemented on 1 November.
  • The scheme applies to the state, municipalities and regions, and the calculation is made independently for each of the three areas, so the result of the end-of-term negotiations is not the same for the three areas.

Overall, the general percentage adjustments as of 1 November 2025 will be:

  • 1.249126 in the state sector
  • 1.614627 in the municipal sector
  • 1.169930 in the regional sector
